P2025 ties: Chair of Center for Education Opportunity of the America First Policy Institute, a Project 2025 advisory board member.

Qualifications: Was Trump 1.0 Executive Director of the White House Opportunity and Revitalization Council, created in 2018 to “encourage public and private investment” in low-income census tracts designated by Trump as “opportunity zones” by the 2017 Tax Cuts and Jobs Act. Worked closely with Trump 1.0 HUD Director Ben Carson. Served two terms in Texas House of Representatives, but lost a 2017 bid for the state House speakership. Former NFL player with Washington Redskins (now Washington Commanders), Denver Broncos, and San Diego Chargers. A business owner, he and his wife run a custom men’s clothing store. He also founded the Community Engagement and Opportunity Council to revitalize communities via sports, mentorship, and economic opportunities. Turner is also a motivational speaker and Baptist pastor.

Disqualifications: Favors privatization of federal housing and development of low-income rental markets – the opposite of HUD federal guarantee of fair and affordable housing.

Views: His views run counter to HUD’s founding mandate as a federal agency to enforce fair housing laws and provide affordable housing to lower-income individuals. His push to privatize HUD programs and increase private investment in federal housing mirrors Project 2025’s goal of reshaping HUD to become a free market agency. An evangelical Southern Baptist, he serves as associate pastor at Prestonwood Baptist Church, a Pentecostalist Christian megachurch in Plano, TX.
